As the Executive Team of Forestry & Land Scotland, we have the important job of looking after something incredibly valuable to the people of Scotland and its visitors – Scotland’s national forests and land.

Our role is to shape the priorities and activities that will help our 900 colleagues move us closer to our vision of forests and land that Scotland can be proud of. You can read more about how we’ll get there in our Corporate Plan.

We also provide advice and knowledge on professional, technical and regional matters to the Chief Executive.

Sallie Bailey, South Regional Manager
Sallie Bailey - Regional Manager, South

Sallie manages Scotland’s national forests and land in our South Region. Her role is to protect and maintain the forests on behalf of Scottish Government Ministers, co-ordinating all aspects of forest management to contribute to Government objectives. Prior to joining the Forestry Commission in 2002, Sallie lived in California, USA where she completed a post doctorate on forests and ecosystems in the tropical rainforests of Costa Rica, arid ecosystems of Nevada and the Rocky Mountains.


Rosetta Forbes, Head of Human Resources

Rosetta is responsible for the delivery of HR, Health & Safety, Learning & Development and Diversity & Inclusion for Forestry & Land Scotland, and oversees the provision of these services to Scottish Forestry. She joined the Forestry Commission five years ago and prior to that, worked in both the public and private sector, including working in the pharmaceutical industry in London.


Simon Hodgson, Chief Executive

As Chief Executive, Simon is committed to ensuring the forestry sector meets the highest standards in the interests of all its employees and contractors. Simon joined the Forestry Commission in 2005 as Chief Executive of Forest Enterprise England managing all its forests and commercial activities. Between 2011 and 2013 he was also Chief Executive of Forestry Commission England.

Graeme is accountable for a number of key service areas including Human Resources, Digital Services, Finance & Procurement, Learning & Development, Fleet & Buildings, Health, Safety & Wellbeing, Records and Data Protection. Graeme, a qualified accountant, has previously worked for the Scottish Government Rural Economy Directorate, the Scottish Prison Service Agency and the National Health Service. He enjoys sports, runs to keep fit and likes spending time with his family and two dogs.


Michael Hymers, Director of Corporate Services

Since 2010, Michael has overseen the development of our capability as a standalone agency. Corporate Services has responsibility for managing corporate projects & change; comms & branding; corporate governance; and managing FLS’s relationship with others. His first permanent post in the Commission was managing the Direct Production Harvesting fleet. He also held a series of Delivery posts including Forest District Manager. He is the second generation of foresters in his family.


John Mair, Director of Estate Development

Estate Development is responsible for managing, expanding and developing Forestry & Land Scotland's landholdings through Land Agency and Agriculture, Acquisitions and Disposals, Renewables projects and Commercial Development. Prior to working for Forest Enterprise Scotland and subsequently FLS, John’s career has spanned property finance, commercial property investment and commercial development across the UK.

Carol McGinnes - Regional Manager, Central

Carol manages Scotland’s national forests and land in our Central Region. Her role is to protect and maintain the forests on behalf of Scottish Government Ministers, co-ordinating all aspects of forest management to contribute to Government objectives. She has previously worked with the Scottish Environment Protection Agency on a range of regulatory and partnership initiatives.


Andrew Hunt Web

Andy manages Scotland’s national forests and land in our West Region. His role is to safeguard and enhance the forests on behalf of Scottish Ministers, co-ordinating all aspects of forest management to contribute to Government objectives. Through his 22 years in the organisation, Andy has worked predominantly in Delivery, in many locations across Scotland. He enjoys linking current forest and land management challenges and opportunities with teamwork and development.


Donna Mortimer Web
Donna Mortimer - Head of Finance and Procurement

Donna is responsible for the delivery of Finance & Procurement for Forestry and Land Scotland, and oversees the provision of some of these services to Scottish Forestry. She joined the Forestry Commission five years ago and prior to that, worked in both the private and public sector. Donna is a qualified accountant and has spent much of her career before joining Forest Enterprise in Higher Education finance roles.


Trefor Owen, Director of Land Management

Trefor is responsible for leading Forestry & Land Scotland’s sustainable forest and land management activities. Trefor was Director of Forestry Commission Wales in 2013 when he oversaw the devolution of forestry in Wales. He spent 3 years away from the Forestry Commission to help establish Natural Resources Wales, a new environmental protection and management body, before taking up his current role with Forestry & Land Scotland in 2016.


Graeme Prest, North Regional Manager

Graeme manages Scotland’s national forests and land in our North Region. His role is to protect and maintain the forests on behalf of Scottish Government Ministers, co-ordinating all aspects of forest management to contribute to Government objectives. He has over 25 years of experience within the Forestry Commission both north and south of the border. His particular interest and passion is nature conservation and connecting people with nature.


John Thomson, East Regional Manager
John Thomson - Regional Manager, East

John manages Scotland’s national forests and land in our East Region. His role is to safeguard and enhance the forests on behalf of Scottish Government Ministers, co-ordinating all aspects of forest management to contribute to Government objectives. He has previous private and public sector experience in the electricity and land management sectors including involvement in the management of several of Scotland’s high profile National Nature Reserves with a particular focus on deer.
