How to apply for the Community Asset Transfer Scheme
There are several steps to CATS application process. Our Community Asset Transfer Manager will also be available to help you throughout the process, providing advice and guidance.
The Scottish Government provides an introduction to Community Asset Transfers that will help you understand what asset transfers are, and whether they are suitable for your community group.
Our Community Asset Transfer Manager will also be happy to help answer your questions, provide more information, and guide you through the process.
We have a register of the national forests and land that Forestry and Land Scotland (FLS) manages. This can be used to identify specific areas that your community might be interested in. This includes information on previous sales and purchase title information.
Our application form and checklist sets out all the information you will need to provide to make an Asset Transfer Request. Please refer to our Guidance document for further assistance in completing this form:
Completed forms can be submitted in writing by post, or as a digital version by email.

Applications are published on the Forestry and Land Website and available for the public and stakeholders to view and submit representations.
Each Community Asset Transfer Scheme request is evaluated by an independent panel against Forestry and Land Scotland criteria.
How are CATS requests evaluated?
Based on information from the independent assessment panel, the application and any representations made by the public or stakeholders, FLS will then make a decision on whether to approve the request. Results will also be published on the FLS website.
